ABSTRACT
The study was conducted at the Hariankundu upazila under Jhenaidah district of Bangladesh during May to August 2017. Ten Government primary schools were selected for the study. The schools are Govrapara Govt. Primary School, Dokholpur Govt. Primary School, Riskhali Govt. Primary School, Bharakhali Govt. Primary School, Sreepur Govt. Primary School, Kalishankorpur Govt. Primary School, Harishpur Govt. Primary School, Harinakundu Model Govt. Primary School and Shitly Govt. Primary School. Schools are under the supervision Primary School Management Committees. A committee means a group of two or more than people, elected or selected, which is built on a definite task. The main task is to supervise the definite task, to solve problems; to do such work which is beneficial to society or states. Teachers are involved in teaching in schools. There are a lot of tasks other than teaching, which are to be done by them too. Such as to identify students for stipend, to repair schools by govt. grants, to ensure the proper utilization of the grants, to celebrate special days, to ensure the presence of the teachers to their schools and classes, to make school development plan. Besides, teachers may be indifferent to their teaching or they can torture to their students for silly offence or reasonable reason. In these cases, teachers may be biased or reluctant. Even they may be selfish or may do the work for their own interest. Hence govt. has apprehended that every school needs School Management Committee (SMC) because SMC can help the teachers for the above extra work and SMC can prohibit them from irrational work. Therefore Govt. has imposed obligatory rules to make SMC for every school. SMC is built on 11 members. The Head Teacher is the member secretary. A Member of Parliament (MP), he or she is selected as government representative and rest of the members are parents. It is noticed that the representative of the MP becomes the Chairman of the SMCs. Parents members do not have equal opportunities to take part in the SMCs. MP, the government representative do not give chance the parents members in decision making. Chairman exercises the autocratic power in the committee meetings. For this reason the Chairman and his obedient create problems for the teachers. The SMCs which are built on the basis of ensuring the objectives and development of the universal primary education run since 1992 are going on a wrong direction. The people who have enough opportunity to be involved in SMCs according to the Govt. regulations takes part in other functions. For this, the real picture of the SMC is seen negative ways. Question aroused why and for what reason have the SMCs been made? The SMCs do not fill up the demand of the Schools and objectives of the Govt. The heinous activities they perform are: the Chairman and his obedient members manipulate students’ stipend money by giving threat to the teachers and consequently member teachers of the committee face untoward conditions and mental depression. Teaching is hampered, which is inauspicious for a nation. They do not have any idea about the rules and regulations of the SMCs. This case study has been made on the basis of the present conditions of SMC and it has given the comments what should be the rules and responsibilities of SMCs according to the Govt. principles and how to restructure the form of SMCs and what recommendations are needed to form SMCs.
